Express Entry 2026: The Complete Guide to Category-Based Draws — Including the New Senior Manager and Doctor Pathways
Published by: Can X Global Solutions Inc.

Canada’s Express Entry system overhauled its selection strategy in 2026, and for skilled workers who have been stuck waiting for a CRS cut-off they can reach, the change is substantial. Immigration, Refugees and Citizenship Canada (IRCC) now runs draws under ten active occupational categories — five of them brand new this year.
Physicians are receiving Invitations to Apply (ITAs) with CRS scores as low as 169. Senior managers received their first dedicated draw in March 2026 with a cut-off of 429. If your score falls anywhere below the general Canadian Experience Class (CEC) cut-off of 508, category-based selection is where your realistic path to permanent residence now lies.
This guide covers every active category, who qualifies, what the CRS cut-offs have looked like in actual draws, and what you must do right now to position your profile for an invitation.
Quick Summary
- IRCC now operates ten Express Entry categories — five introduced in 2026, five renewed from 2025.
- New categories: Physicians, Senior Managers, Researchers, Transport Occupations, and Skilled Military Recruits.
- The lowest CRS score issued in any 2026 draw: 169, in the Physicians category on February 19, 2026.
- The Senior Managers category first drew on March 5, 2026, at a cut-off of 429.
- All categories now require a minimum of 12 months of qualifying work experience — up from 6 months in 2025.
- The Agriculture and Agri-food category has been removed for 2026.
Why Canada Overhauled Express Entry Selection in 2026
Express Entry has always been a points-based competition. For years, the system rewarded candidates with the highest Comprehensive Ranking System (CRS) scores — meaning strong language results, a Canadian degree, a job offer, or a spouse with qualifications. General CEC draws in early 2026 are sitting around CRS 508. For the majority of candidates in the pool of 232,000+ profiles, that cut-off is out of reach without years of additional investment.
The category-based selection model, which IRCC introduced in 2023 and has dramatically expanded in 2026, solves that problem by allowing the government to draw from a sub-pool. If your occupation is in a priority category, IRCC can invite you at a score far lower than the general cut-off — because you are not competing against the entire pool, only against other candidates in your category.
Immigration Minister Lena Metlege Diab announced the 2026 category overhaul on February 18, 2026, at the Canadian Club in Toronto. The announcement confirmed Canada’s International Talent Attraction Strategy — a deliberate shift from high-volume general selection toward targeted recruitment of specific occupational groups that Canada urgently needs.
The 10 Active Express Entry Categories for 2026
1. Physicians with Canadian Work Experience
This category was added to Express Entry on December 8, 2025, targeting foreign medical doctors who have already practised in Canada. The first draw took place on February 19, 2026 — one day after the broader category announcement — and issued 391 ITAs at a CRS cut-off of just 169. That is the lowest cut-off in Express Entry history. To put that number in context: the average CRS score in the current pool is approximately 500. A physician with 12 months of Canadian clinical experience and a modest language score will almost certainly receive an ITA in a physician draw.
Qualifying NOC code: 31100 — Specialists in clinical and laboratory medicine. Experience must be gained in Canada within the previous three years.
2. Senior Managers with Canadian Work Experience
This is the most-discussed new category of 2026. IRCC held the first-ever Senior Managers draw on March 5, 2026, issuing 250 ITAs at a CRS cut-off of 429. The category targets executives at the highest level of organizational management — CEOs, CFOs, and senior vice-presidents in four specific NOC codes, all classified as TEER 0.
| NOC Code | Occupation |
|---|---|
| NOC 00012 | Senior managers — financial, communications and other business services |
| NOC 00013 | Senior managers — health, education, social and community services and membership organizations |
| NOC 00014 | Senior managers — trade, broadcasting and other services |
| NOC 00015 | Senior managers — construction, transportation, production and utilities |
Eligibility requires 12 months of Canadian work experience in one of these four codes within the past three years. Mid-level managers and directors do not qualify — the category is restricted to Major Group 00, the most senior executive tier.
3. Researchers with Canadian Work Experience
This category targets university professors and research professionals working at Canadian post-secondary institutions. The focus is on supporting Canada’s innovation agenda and academic sector. A minimum of 12 months of full-time Canadian work experience is required within the previous three years. The first draw for this category is anticipated in the coming months of 2026.
4. Transport Occupations
Addressing acute labour shortages in Canada’s aviation and transportation sectors, this category covers pilots, aircraft mechanics, aircraft inspectors, and automotive technicians. Unlike the physician, researcher, and senior manager categories, transport occupations accept experience gained in Canada or abroad — making it one of the most accessible new categories for internationally trained candidates.
| NOC Code | Occupation |
|---|---|
| NOC 72404 | Aircraft mechanics and aircraft inspectors |
| NOC 22313 | Aircraft instrument, electrical and avionics mechanics, technicians and inspectors |
| NOC 72410 | Automotive service technicians, truck and bus mechanics and mechanical repairers |
5. Skilled Military Recruits
This category supports Canada’s Defence Industrial Strategy and provides a pathway for highly qualified foreign military personnel who have received a job offer from the Canadian Armed Forces. Candidates must hold a minimum of 10 years of continuous service in a recognized foreign military and hold a job offer for at least three years of full-time work with the Canadian Forces Recruiting Group. A minimum two-year post-secondary credential is also required.
6. Healthcare and Social Services Occupations (Renewed)
One of the highest-volume draw categories since category-based selection began. Nurses, personal support workers, allied health professionals, and social service workers have received ITAs at cut-offs well below general CEC scores. The minimum experience requirement has increased from 6 months to 12 months for the 2026 draws. Eligible occupations span TEER 0 through TEER 3, covering both clinical and community-facing roles.
7. French-Language Proficiency (Renewed)
The highest-volume category draw of 2026 to date: on March 4, 2026, IRCC issued 5,500 ITAs in a French-language draw at a CRS cut-off of 397. Candidates must demonstrate French proficiency at a minimum of Canadian Language Benchmark (CLB) 7 in all four skills. This is the single most accessible category for candidates with strong French skills — regardless of their occupation. The government’s target is 9 percent Francophone admissions outside Quebec in 2026, rising to 12 percent by 2029.
8. Science, Technology, Engineering and Mathematics (STEM) Occupations (Renewed)
STEM remains an active category, though IRCC has not held a dedicated STEM draw since April 2024. Candidates in software development, engineering, cybersecurity, and data science remain in the pool eligible for STEM draws when IRCC decides to run them. Those relying solely on this category should maintain their profile and explore complementary strategies such as Provincial Nominee Programs (PNPs).
9. Trade Occupations (Renewed)
Electricians, plumbers, welders, carpenters, and other Red Seal trades remain prioritized. Note that cooks have been removed from the eligible trades list for 2026. Candidates who previously qualified as cooks under the trades category will need to reassess their strategy. The 12-month experience requirement applies.
10. Education Occupations (Renewed)
Teachers, early childhood educators, and education administrators continue to qualify for dedicated draws. This category is particularly relevant for candidates working in Ontario, where early childhood educators have appeared in multiple targeted provincial draws in 2026 alongside the Express Entry category.
The Rule Change Every Candidate Must Know: 12 Months, Not 6
Effective 2026, all renewed categories require a minimum of 12 months of qualifying work experience, up from the previous 6-month threshold. This experience must be gained within the past three years, but it no longer needs to be continuous. For candidates who previously qualified based on shorter experience windows, this is a material change that may require them to wait or shift to a different category or pathway.
If your qualifying experience is less than 12 months, you are not currently eligible for any category-based draw. Use this window to accumulate additional experience, build your CRS score for the general pool, or pursue a Provincial Nominee Program stream. Do not wait passively — the pool continues to grow.
How to Position Your Express Entry Profile for a Category Draw
Category-based draws operate automatically. You do not apply separately for a category — IRCC identifies eligible candidates from the existing pool based on the National Occupational Classification (NOC) code listed as your primary occupation. This means your NOC code is the single most important field in your profile.
Confirm your NOC code: Your eligibility depends entirely on the NOC code matching the duties you actually perform, not your job title. Review the official NOC 2021 descriptions carefully and ensure your employment duties align with the listed description.
Verify your 12-month work experience: Count only experience within the past three years. For Canadian-experience categories, confirm the work was performed inside Canada.
Update your profile immediately: If you have newly qualified or your experience has recently crossed the 12-month threshold, update your Express Entry profile without delay. Draws can happen on any day of the week, without advance notice.
Maximize your language scores: Within any category draw, candidates are ranked by CRS score. A higher CRS score increases your chances if the draw issues fewer ITAs than the total number of eligible candidates. For French draws, CLB 7 is the floor — CLB 9 or higher makes you far more competitive.
Do not wait for a single category: If you qualify for multiple categories, your profile is automatically eligible for all of them. A healthcare worker who speaks French, for example, could receive an ITA from either a healthcare draw or a French-language draw.
At CAN X Global Solutions, our team has helped clients across more than 30 countries navigate exactly these kinds of strategic profile decisions — identifying the right NOC code, timing profile submissions, and building a backup plan through provincial nomination where Express Entry timelines remain uncertain.
Frequently Asked Questions
No. Category-based selection draws are based on your past Canadian work experience in a qualifying occupation, not a future job offer. A job offer may increase your overall CRS score through Arranged Employment points, but it is not a requirement for category eligibility.
IRCC holds STEM draws at its discretion without advance notice. If you are STEM-eligible, maintain your profile in the pool and pursue a parallel Provincial Nominee Program strategy. Ontario, British Columbia, and Alberta all have active streams for STEM workers with lower score thresholds than the general Express Entry pool.
Yes. Your profile is assessed against all active categories simultaneously. If your NOC code appears on a healthcare list and you also meet the French-language proficiency threshold, you are eligible for both types of draws. You will receive a single ITA — the first one issued to your profile — regardless of which category draw produces it.
The removal only applies to Express Entry category-based selection. Provincial Nominee Programs in several provinces, including Alberta and Saskatchewan, continue to actively nominate agricultural and agri-food workers through their own streams. If you previously relied on the agriculture category, explore provincial pathways as your primary route.
After receiving an ITA, you have 60 days to submit a complete permanent residence application. IRCC’s service standard for Express Entry applications is six months from the date of a complete application. In 2026, most complete applications are being processed within this window.
