There is a difference between a refused application and a returned one. A refusal means an officer assessed your application and decided against you. A return, often called an “R10 rejection” after section 10 of the Immigration and Refugee Protection Regulations (IRPR), means your application never made it to a full assessment because it was incomplete. For Express Entry applicants, a return can be devastating: you lose your ITA and must wait for a new invitation, possibly at a higher CRS cutoff.

The Most Common Reasons for Return

Missing or invalid police certificates

Police certificates are frequently reported as the leading cause of incomplete Express Entry applications. You generally need a certificate for each country where you or your family members aged 18 or older lived for six months or more in a row since age 18. Problems include:

  • Certificates missing for one country.
  • Certificates issued before key dates, such as before you left the country.
  • Certificates that do not cover all names or aliases.
  • Certificates for current residence that are too old.

If you have requested a certificate but cannot get it in time, upload proof that you applied, along with an explanation.

Missing upfront medical exam information

According to IRCC, Express Entry applicants have been required to submit an immigration medical exam with their application since August 21, 2025. After a facilitation period ended on October 21, 2025, applications received without immigration medical exam information may be rejected.
